The Ministry of Environment and Energy Security (MASE) has approved, through a departmental decree, the Operating Rules related to the Agrivoltaic Decree, which will come into effect on February 14, 2024.
As already extensively discussed on our website and during the “Coltiviamo l’Energia” events organized by Ciesse, the decree includes provisions for incentivizing the implementation of experimental agrivoltaic systems, in accordance with Article 14, Paragraph 1, Letter c) of Legislative Decree No. 199 of 2021.
Regulation of Procedures
The operating rules provide the necessary information to ensure compliance with the provisions of the Agrivoltaic Decree for the recognition of the planned incentives, which include:
- Capital Contribution: Up to 40% of eligible costs, funded with resources amounting to €1,098,992,050.96 allocated to Investment 1.1 Agrivoltaic System under Mission 2, Component 2 of the PNRR.
- Incentive Tariff: Applied to the net electricity production fed into the grid.
The newly published operating rules present several technical and bureaucratic challenges. First, the timelines must be considered. A single period has been established for the submission of participation applications for Auctions and Registers. Applications can be submitted from 12:00 PM on June 4, 2024, until 12:00 PM on September 2, 2024.
During this brief period, interested parties must prepare and submit the necessary documentation to participate in the tenders. Engineers and project technicians will play a crucial role in supporting the project during the application phase. They will ensure all bureaucratic requirements are met. It will be essential to promptly request the TICA (Integrated Active Connections Text), which outlines the technical and economic modalities for connecting electricity production plants to the grid. Also indispensable will be the feasibility of the entire project.
