Photovoltaic Funding Opportunities 2025

The year 2025 opens with significant opportunities for businesses interested in photovoltaic systems and energy sustainability. Three funding programs, one national and two from the Sicilian Region, offer incentives for the installation of photovoltaic systems, both for self-consumption in SMEs and for the agricultural sector in Sicily.

 320 Million Euros for Photovoltaics in Italian SMEs

The decree “Support for the Self-Production of Energy from Renewable Sources in SMEs” represents an important opportunity for Italian Small and Medium-sized Enterprises. The goal is to encourage the installation of photovoltaic systems and small wind turbines for self-consumption, while also promoting sustainability and reducing environmental impact.

Who Can Participate 

The call is open to SMEs located across the national territory that meet the following requirements:

  • Have at least one approved and filed balance sheet, or, for sole proprietorships or partnerships, a tax return.
  • Be active in sectors compatible with the DNSH (Do No Significant Harm) principle, which excludes activities related to fossil fuels, high CO₂ intensity industries, production of polluting vehicles, waste management, and nuclear energy production.

Excluded Sectors

Enterprises operating in the following sectors cannot participate:

  • Coal industry;
  • Primary production of agricultural products;
  • Fishing and aquaculture.

Access Mode: Rolling Procedure

Applications will be evaluated through a rolling procedure, based on specific evaluation criteria:

  1. Additional energy production capacity from renewable sources (RES);
  2. Use of photovoltaic technologies registered with ENEA (National Agency for New Technologies, Energy and Sustainable Economic Development);
  3. Economic sustainability of the proposed investment;
  4. Number of environmental certifications held by the applicant.

Incentives and Contributions

The call has an allocation of 320 million euros, with contributions covering:

  • 30% of costs for medium-sized enterprises;
  • 40% for micro and small enterprises;
  • 50% for the ex-ante energy audit.

Eligible investments must have a value between €30,000 and €1,000,000 and cover:

  • Installation and commissioning of photovoltaic solar systems and small wind turbines;
  • Storage systems for deferred self-consumption;
  • Digital technologies enabling the operation of the systems.

Objective of the Call

This measure not only contributes to the energy transition of businesses but also encourages energy self-sufficiency and competitiveness, ensuring that SMEs can reduce energy costs and contribute to the decarbonization of Italy’s production system.

Agricultural Photovoltaic Funding Opportunities 2025: PSR Sicily 4.1

The Submeasure 4.1 of the Rural Development Program (PSR) Sicily 2014-2022 supports photovoltaic systems for self-consumption in agricultural businesses.

Objectives:

  • Support energy efficiency in Sicilian agricultural businesses;
  • Promote the use of sustainable and innovative technologies;
  • Reduce the environmental impact of the agricultural sector.

Financial Allocation

With €40 million available, the funding program offers a great opportunity for agricultural businesses in Sicily.

Who Can Participate

Individual farmers and agricultural companies can access funds to implement photovoltaic systems that enhance the sustainability of their businesses.

Drought Funding 5.1: Floating Photovoltaics in Sicily

The Sicilian Region launches the Drought Funding 5.1 program, dedicated to the installation of floating photovoltaic systems designed to combat drought and prevent natural disasters.

Incentives and Conditions

  • Coverage of up to 80% of costs for individual farmers;
  • Up to 100% for public entities and collective projects;
  • Maximum project funding of €300,000.

Timing

The projects must be completed by September 30, 2025.

Who Can Participate:

  • Individual or associated farmers;
  • Public entities and consortiums of municipalities.
